Function of Council
- To take steps for developing strategy plans for promoting and up scaling the Regular as well as Open & Distance Education programme in India.
- To develop needed action plan for making education equitable and inclusive for the marginalized and disadvantaged groups like girl/women, minorities, differently- able (physically and mentally challenged) etc.
- To offer a wide spectrum of courses of study in general, vocational and continuing education and life enrichment courses up to Intermediate/Sr. Secondary level.
- To develop need based Curriculum and Self Learning Materials for (I) Matriculation and Intermediate Education and (II) Vocational Education and Training Programmes with focus on skill development.
- To provide the support services to the effective student by establishing study centers/institutions in India/ abroad.
- To conduct examinations and issue certificates to successful learners.
- To promote quality of learning in Regular as well as in Open & Distance through Monitoring, Supervision and Evaluation, while retaining its own distinct character.
- To undertake research, innovation and development activities in the area of Open & Distance Education and disseminate the findings to all stakeholders.
- To establish a data base on Regula as well as Open & Distance Education..
- The formula is enunciated in the 1968 National Policy Resolution.
- Which provided for the study of Hindi, English, and regional language of the respective States.
- In the NEP 2020, it was decided to push for the three-language formula, to promote multilingualism and national unity.
- Three-Language Formula (Kothari Commission 1968) First language: It will be the mother tongue or regional language.
- Second language: In Hindi-speaking states, it will be other modern Indian languages or English. In non-Hindi-speaking states, it will be Hindi or English.
- Third Language: In Hindi-speaking states, it will be English or a modern Indian language. In the non-Hindi-speaking state, it will be English or a modern Indian language.
- Hence, three language formula is suggested by Indian Education Commission 1964-1966. National Education Commission (1964-1966), popularly known as Kothari Commission
- To act as Resource Organization and Capacity Building Centre in Regular as well as open & Distance Education at national as well as international level.
- To collaborate with national and international organizations for promotion of Open & Distance Education.
- To partner with Government schemes and programmes at school sector for achieving the national goals and objectives in education.
- To provide professional/technical consultation in field of ODL to institutions/organizations/agencies in India and abroad.
- To provide education training programme under NDLM scheme of the age group from 14 years to 60 years from each family.
